New RMA Regulations commence today

Date: 31 March 2026

The remade Offshore Petroleum and Greenhouse Gas Storage (Resource Management and Administration) Regulations 2025 commence today, Tuesday 31 March 2026.

We have published new and updated guidance information and templates to help industry with the transition. These resources and the new regulatory requirements are now in place.

Guidelines, fact sheets and templates

New and updated documents include:

  • new Data management guideline and fact sheets
  • new greenhouse gas reporting fact sheet and templates
  • new field development plan fact sheets.

New templates and fact sheets to be published in May 2026 are:

  • Annual titles assessment report (ATAR) templates updated to reflect their new status as mandatory ‘approved forms’.
  • An updated ATARs fact sheet.

Forms and forms guidance

New and updated forms and forms guidance:

  • Replaced the NOPTA Forms Guidance (petroleum and greenhouse gas) with new smaller topic-based guidance documents.
  • Updated all petroleum and greenhouse gas forms to reflect the changes to the regulations.

Transitional arrangements

Arrangements to support the transition from the 2011 RMA Regulations to the 2025 RMA Regulations are now in place.

You can find the transitional provisions in Part 16, sections 238 to 260 of the 2025 RMA Regulations on legislation.gov.au.
