New RMA regulations commence 31 March: see what’s changed

The Offshore Petroleum and Greenhouse Gas Storage (Resource Management and Administration) Regulations 2025 (RMA Regulations) will commence on 31 March 2026.

We have developed new and updated guidance and templates to assist applicants and titleholders to comply with the new application and reporting requirements. We consulted on these documents from December 2025 to January 2026.

New and updated guidance and templates

New and updated documents include:

  • new data management guideline and fact sheets
  • new greenhouse gas titles fact sheet and templates
  • new field development plan fact sheets

We will also shortly publish:

  • Annual titles assessment report (ATAR) templates updated to reflect their new status as mandatory ‘approved forms’.
  • Updated ATARs fact sheet.

New wells and survey data format and medium

The well and survey data format schedules in the 2011 RMA Regulations have been replaced with a flexible, technology-neutral approach. This allows the Titles Administrator to set the appropriate format and media requirements.

Notifiable instruments

Under the OPGGS Act, you can submit a supplementary instrument using a form that the Titles Administrator has approved, with your application to approve a dealing.

A supplementary instrument is used when the original instrument includes confidential or commercially sensitive information. Its purpose is to enable a person viewing the Titles Register to understand the effect of the dealing while preserving confidentiality.

If you are applying for approval to transfer a title, you must include an instrument of transfer, using the form approved by the Titles Administrator.

The Titles Administrator may change these approved forms from time to time. The latest versions are published as a notifiable instrument on legislation.gov.au:

Transitional arrangements

Transitional arrangements are in place to support industry’s transition to the 2025 RMA Regulations from the previous 2011 RMA Regulations.

The transitional arrangements FAQ fact sheet covers which set of Regulations apply to:

  • ATAR reporting periods and approvals
  • operations or surveys that began before and after 31 March
  • retention of information, cores, cuttings and samples
  • field development plans and other approvals
