Application fees—amounts

Available below is the Schedule of fees (see Related documents) which sets out the fees applicable under the Offshore Petroleum and Greenhouse Gas Storage Act 2006 (OPGGS Act) and related Acts effective as at 1 January 2022.

Application fees—payments

Key payment process activities that NOPTA require to ensure matters can be completed as expediently as possible are:

  • the application fee due must be paid in full before an application can be processed
  • split or partial payments will not be accepted. Joint ventures are to make their own arrangements to co-ordinate a single payment per application.

Please note: Where a NEATS reference number has been provided for payment purposes this does not mean an application has been validly made. Applicants will receive a letter from NOPTA informing them of the date that all of the application requirements were met, and this will be the date the application was made.

For an application to be considered validly made NOPTA requires:

  • the application to be accompanied by any legislatively prescribed documents/information and submitted within any prescribed time frames
  • a correctly executed application form to be lodged
  • the fee to be paid.

Application fees—refunds

The application fees payable under sections 256, 427 and 516A, 565A and 566M of the OPGGS Act are statutory fees and NOPTA does not have the flexibility to refund or partially offset these once an application has been validly made and/or processing has commenced.

On the majority of occasions NOPTA commences processing applications as soon as they are validly made, and as a result, where an application is subsequently withdrawn the application fee is generally not refundable.

Annual levy—refunds

The annual titles administration levy is a statutory levy and is imposed on a title for a 12 month period, beginning on the day the title comes into force and, for all subsequent years the title remains in force, on the anniversary date.

Credit card payments can be made online via the NEATS Secure Portal.

Credit card surcharge

As advised by the Reserve Bank of Australia (RBA), and to ensure NOPTA remains aligned with the Australian Government Cost Recovery Guidelines, payments made to NOPTA via credit card will incur a surcharge as follows:

  • Visa Credit Card 0.880%
  • Mastercard Credit Card 0.605%
  • AMEX 1.595%
  • Visa Debit Card 0.517%
  • Mastercard Debit Card 0.264%

Registering for NEATS

To register for the NEATS Secure Portal please complete the online registration at https://secure.neats.nopta.gov.au/Home/Registration. The Company Administrator for your company will approve your registration.

Recording payments in NEATS Secure Portal

When you make a payment you can also record the payment in the NEATS Secure Portal. This will assist NOPTA to identify your payment in a timely manner.

Cost recovery and fees

NOPTA operates on a full cost recovery basis, funded by industry.

A 'Cost Recovery Implementation Statement' (CRIS) is required in accordance with the Australian Government's cost recovery guidelines to improve the consistency, transparency and accountability of the Australian Government’s cost recovery arrangements and to promote the efficient allocation of resources.

Following consultation with industry, NOPTA’s CRIS has been updated with new levy and fee rates to apply from 1 January 2022.

The CRIS was approved by the responsible Commonwealth Minister on 18 October 2021.  The regulations have been updated with the commencement date of 1 January 2022. The updated regulations are:
